What is HAZECO — and why is Hazara different?

• Energy charges — base cost before taxes. What NEPRA's per-unit slab rates apply to directly.

• TV Licence Fee — Rs. 35 per month on every residential bill regardless of TV ownership.

• Arrears — unpaid balance from previous months carried forward.

• Total payable amount — every charge above combined into one figure.

• Due date — pay before this to avoid the 10% late surcharge.

• After-due-date amount — total with 10% late penalty calculated and printed.

The FAC is what catches most Abbottabad and Mansehra consumers off guard from November through February. NJ Surcharge and FC Surcharge — what are they?

These two line items appear on every HAZECO bill and confuse most consumers in Hazara. They're not errors. They're NEPRA-mandated levies collected on every Pakistani electricity bill regardless of which DISCO you're on.

NJ Surcharge (Neelum Jhelum Surcharge)

The Neelum Jhelum Hydropower Project is a 969MW hydroelectric plant in Azad Kashmir, constructed to harness the Neelum river before it crosses into Indian-administered territory. The project cost billions and was partly financed through external debt. NEPRA authorised a per-unit surcharge across all DISCOs — including HAZECO — to repay that financing. The rate sits around Rs. 0.10-0.35 per unit depending on the monthly NEPRA notification. On a 200-unit bill that's roughly Rs. 20-70 per month.

FC Surcharge (Financing Cost Surcharge)

This is a broader per-unit levy covering accumulated power sector circular debt and generation financing costs across Pakistan's electricity network. NEPRA sets the rate monthly. It functions as a cost-recovery mechanism for the national grid's financing obligations — essentially spreading historical debt repayment across all consumers. Typical range: Rs. 0.30-0.60 per unit. On a 200-unit bill, expect Rs. 60-120 per month.

Both surcharges are completely standard. They appear on bills from MEPCO, LESCO, FESCO, GEPCO, IESCO, PESCO, HESCO, SEPCO, QESCO and TESCO — every DISCO in Pakistan. HAZECO electricity tariff slabs — August 2026

The 201-300 slab is where Hazara winter billing becomes painful. A consumer at 212 units pays Rs. 14.01 on all 212 — Rs. 2,970 in energy charges alone before FAC and taxes. Common errors and how to fix them

Error: "No record found"

Two causes: a digit error in the reference number, or the bill hasn't been generated yet. HAZECO reads meters on a rolling weekly schedule. Abbottabad and Haripur city areas get bills in week 1-2. Upper Kohistan and Torghar remote areas may not see a new bill until week 3-4. Recheck all 14 digits carefully against a previous printed bill. If correct, wait 5-7 days and try again at HazecoBillCheck.

I paid but my bill still shows outstanding

Online payments take 2-4 hours. Wait 6 hours then recheck at HazecoBillCheck. If still outstanding after 24 hours, contact your bank first with the transaction reference, then call HAZECO at 0992-111-000-020 with both your 14-digit reference number and the bank transaction ID.

8 ways to lower your HAZECO bill

• Switch electric heaters to gas or wood heating in winter — Hazara division has some of Pakistan's finest winter weather. Abbottabad's winters are mild but Mansehra, Battagram and Kohistan get genuinely cold from November through February. A 2kW electric room heater running 8 hours a day burns 48 units per month. Switching to a gas heater or wood bukhari for the 4 cold months saves 160-200 units per billing cycle — the biggest single change available to most Hazara consumers.

• Install a solar water heater instead of an electric geyser — Hazara division outside of winter fog months gets solid solar irradiance.
