What is the reference number and how to find it?
Your electricity bill reference number is a 14-digit permanent identifier tied to your specific connection. It stays the same every month — only the bill amount and date change.
Find it in the top-right corner of any electricity bill. It will be labelled "Reference No." or "Ref. No." If you have a PDF of an old bill saved, simply open it and look at the top-right area. It's there.
Can't find your reference number?
Four places to look before calling anyone:
An older paper bill — same number, every month.
JazzCash or EasyPaisa payment history — the reference number is stored with every bill payment transaction.
Your bank's bill payment history — the same thing applies for HBL, Meezan, and MCB payments.
A photo of the meter box — some connections have account details on a sticker near the meter.
If none of those work, call your DISCO helpline and give your address or meter number. They'll pull the reference over the phone. The helpline grid is in Section 13.

Pakistan's electricity distribution is split between 11 companies. Choose the wrong one and your bill won't load — the reference number belongs to a specific DISCO's system.
The safest approach: check the provider name printed on your previous bill. Don't guess based on city name alone — borders overlap and some areas are served by a different DISCO than you'd expect.

How electricity bills are calculated in Pakistan
Your bill isn't just units multiplied by one flat rate. It's built in layers — and understanding those layers is the only way to know if you've been overcharged.
The calculation follows this order:
Units consumed = current meter reading minus previous reading.
Energy charges = units × your NEPRA-approved slab rate. Protected consumers (200 units or fewer, no AC registered) pay subsidised rates. Unprotected consumers pay higher progressive rates applied to all units consumed.
Fixed monthly charge = based on your slab — Rs. 75 to Rs. 500 depending on consumption level.
FPA (Fuel Price Adjustment) = NEPRA's monthly per-unit fuel cost correction.
NJ Surcharge + FC Surcharge = per-unit NEPRA levies (Rs. 0.10 + Rs. 0.43–3.23 per unit).
Electricity Duty = 1.5% provincial tax on energy charges.
GST (17%) = applied to energy charges + FPA + NJ + FC surcharges. Not on PTV fee or fixed charges.
PTV licence fee = Rs. 35 flat, no GST.
Arrears = any unpaid balance from previous months.

What is FPA, FCA, or FAC on your electricity bill?
Three names, one thing. FPA (Fuel Price Adjustment), also written as FCA (Fuel Cost Adjustment) or FAC (Fuel Adjustment Charge) on different DISCO bills, is a monthly per-unit charge set by NEPRA.
It corrects for the difference between the reference fuel cost built into your base tariff and what electricity generation actually cost that month. When fuel was expensive — particularly in summer when gas-fired plants run hard — FPA is positive and adds to your bill. In monsoon months when hydropower is high, FPA can be negative and slightly reduces your total.
