What is FPA or FCA on your GEPCO bill?
FPA (Fuel Price Adjustment) — also printed as FCA (Fuel Cost Adjustment) or FAC (Fuel Adjustment Charge) on some GEPCO bills — is a monthly per-unit charge set by NEPRA.
It corrects for the difference between the reference fuel cost built into the base tariff and what electricity generation actually cost that month. When fuel was expensive — especially in summer when gas-fired plants run hard to meet AC demand — FPA is positive and adds to your bill. In monsoon months when hydropower is high, FPA can be negative and reduces your total slightly.

The total jumped. Your usage didn't obviously change. Here's what actually happened.
Tariff slab boundary crossing
Pakistan's electricity pricing has a hard cliff at 200 units per month. If you consumed 192 units last month and 215 this month, you crossed from the protected to the unprotected slab. The higher rate now applies to all 215 units, not just the extra 23. That boundary crossing alone can add Rs. 2,000–4,500 on one bill — just from 23 extra units.
And the locked-in rule: if you exceed 200 units in any single month, NEPRA regulations classify you as unprotected for the following 6 months. One hot Sialkot July can cost you higher rates through January.
FPA change

Arrears from a previous late payment

Estimated meter reading
GEPCO meter readers occasionally use estimated readings when they can't access the meter — then correct it the following month. How to dispute a GEPCO billing error
